Strange voice on my computer!!

I kid you not every time I switch on my laptop this voice comes on telling me how to delete cookies and how to delete browsing history, It is obviously some kind of setting  in my control panel but how the heck do I get rid of it?? It's bloody annoying as I have no idea how it started! Windows 7 is my operating system, thanks for all helpful and I am sure funny observations as well!!

Could be the Windows Narator.  Check the settings in Control Panel - Ease of Access
