Makes sense right enough. You wouldn't actually need to be that high up in Civil Service to be a private secretary, in the North a Minister's private secretary is the grade as a graduate at 21 could enter the Civil Service at so that might explain how he has achieved what he has at a relatively young age.

Up there with Minister Conor Murphy amongst the College's contribution to the political world!
