A LITTLE LONG BUT.......HERE YOU GO.

Sanctions are issued to players who intend to play out in the States, New York, Australasia or Canada on a temporary basis.
The players are on a "loan" type of system...they can return home and play straight away with their home club. Their summer club would
be like an "adopted" club. The stipualtion is that they are ineligible to play with their home club until that 60 day window has expired.

from the Official Guide...Rule 43
(b)(i)
A player intending to play on a longer term basis
(than a weekend player, which I believe has been done away with)
in the area governed by one of the following
Boards - the New York Board, the North American
County Board, the Canadian Board or the
Australian Board - must obtain an Official Sanction
in duplicate, signed by his Club Secretary, the
County Secretary and the Director Gerneral (or
other designated person).
Such a Sanction shall entitle the player to play wtih
a Club in one of these areas from the 1st March to
the end of October in any one year.

(ii)
A player who has received a Sanction shall not be
eligible to play again with his Club in Ireland for
the 60 days after the date of approval of his
Sanction in Croke Park.

(iii)
Other than in exceptional circumstances, to be
defined by Central Council, a Sanctioned player
who returns to Ireland may not subsequently
return to resume playing in America or Canada in
the same year.

(iv)
The number of Sanctioned Players permitted for
any Club in the North American County Board or
Canadian Board Areas shall be as follows: -
- A Club with one team - a maximum of ten
- A Club with a second team - a further eight
- A Club with a third team - a further six
In the case of New York, the maximum number of
Sanctioned Players per team shall be six.

(v)
All Sanctioned players shall have the same status
regardless of when they travel.

(vi)
A player who has received a Sanction may not, in
the same year, transfer to a Club in Britain or
Europe.

(vii)
A player may receive only one Sanction in any
Calendar Year.

Rule 34: Transfers & InterCounty Transfers:
Playing Restrictions (Club)
(A)
A Player may not play in any Championship with
two Clubs in a given year's Championship, either
within a County or in different Counties save as
provided in Exceptions below and in Rule 43.

(B)
A Player may not play with two Clubs in the exact
same Competition of a given year.

In addition----Rule 40 states:
Transfers General
(a)
A Transfer becomes effective on being granted by the
appropriate Committee, subject to Rule 19 (Registration) being
complied with.

(b)
In the case of an Inter-County Transfer, an application
shall be granted if there is no objection from the
County the player is leaving within ten days of the
forwarding of the application to the County by the
Central Council or Provincial Council, as appropriate.
The decision on the application shall, at the latest on
the expiry of the ten days, be conveyed in writing to
the relevant County Committee.
In the event of dispute, the applicant shall have the
right to have his case determined by the Competitions
Control Committee of the Central Council or of the
Provincial Council, as appropriate.

(c)
A player who transfers from one County to another
County, and subsequently within two years transfers
back to the former County, shall rejoin the Club of
which he was a member prior to the initial transfer.

Condolences from the Tir Eoghain club here in Philadelphia. Jimmy was chatting to a couple of our members/club officers at the Carrickmore Gala back in November, I believe. Jimmy McCallan played for Tir Eoghain of Philadelphia back in the mid-70s. I would have been too young to remember him, but I remember hearing stories of him commanding the defense from the fullback line.
May he rest in peace.....our club and its members keep his family and friends in our prayers.

I wasn't at the Semi-Final, but I know he has played well all year.

From what I heard about the Semi-Final....Dean O'Neill was man of the match by a long way.

I'm sure Ardboe could use his services...haven't heard for definite if he's headed back to Australia or home.

Not looking to offend the current crop of coaches and backroom staff....however

I agree 100%....as I posted there a month or so ago - I was watching the match against Kerry in 2003, the Semi-Final, Tyrone were tenacious! The fitness level was immense. I remember Tyrone walking off the pitch, trading jerseys etc. and some of them had still to put on their traded jerseys or had taken off their own----these men were chiseled---it looked as if they were cut from blocks of stone. Some of these same panelists are shadows of their form in 2003 to be honest.

Harte has done a terrific job with Tyrone at both Senior and Underage Levels, however, he may need to step away for a moment and reassess the situation. Look at the performance these men gave in 2003/early 2004.....does he still see the same? McGuigan is a huge loss; McAnallen, God rest him; Canavan has moved on-----I still think we have the talent to win a couple more All-Irelands.

Conor Gormley may be one of the best backs some of us will see in our day. Sean Cavanagh has one of the greatest engines in the game with awareness/brains to burn. How many times have we seen Sean in close and he fists the ball over the bar whereas many others would be looking to bust the net from impossible angles, get blocked and then get caught out with too many men deep and the other team marches down the field for a point. I would like to see McMenamin inserted into the halfback line for the McKenna Cup. We need to find two answers for midfield and free up S Cavanagh as an attacking midfielder/half forward.

If this man was running at defences left, right, and center---believe me, alot of our problems up front would disappear...this man can find space better than NASA!

I think if you tried some of the following upfront for the McKenna Cup/National League...we would soon find out where we are:

Watched the 2003 Semi-Final against Kerry last night. Tyrone's fitness was immense! They tackled like rabid dogs.

They have never reached that same level of fitness....which I feel may be linked to the departure of Paddy Tally.

Anyone else have any thoughts?

Alot of these young men should be put on weight training regimens. They may already have natural strength, but any potential players, especially midfielders, need to bulk up.

Cathal O'Neill is a quality footballer. He is out here at the minute playing for the Young Irelands.
He's playing in a different grade than us, but see quite a bit of him, damn good player.

Niall McGinn from Donaghmore.

Jason McAnulla from Omagh is only 19, but a class act, out here for our club at the minute.
Not saying that because he's out here for us. We happened to get him out through another
potential player from Fintona. The young man is as hard as nails. He got the nickname "FirePower"
out here. Field a ball, score with both feet, bust the onion bag, run at defences.
Let's see what he does at the University level and U21s.

Damian Meenan from Killyclogher, excellent footballer. Strong, talented, forward. Still only 21 or 22 years of age.

Philadelphia, in addition to many other cities, is struggling at the present time. Due to immigration troubles, undocumented residents of the US having trouble renewing driver's licenses or visas, others returning home to live, the older generation moving on without mentoring the younger generation in the roles of club administration, etc. In the last couple years, though, Philadelphia has seen a slight turn in the tide of immigrants, however not as many are staying on as they did in the 70s, 80s and 90s. New York is experiencing similar problems, Chicago has felt the effects, and some of the smaller cities as well.

The biggest problem, I believe, is that there are too many grades, and complacency has set-in. I understand every club has a different way of conducting business and obtaining players. Some clubs bring out players from home, some clubs prefer to have all home-based or American teams, then others have a sort of mix of the two. Our club would fall into the last category. Building a home base of Irish gentlemen who reside in our area and have become a part of our club through the Inter-County Transfer process, welcoming American Born players into the club, and then bringing out several men for the summer as Sanction players as well. A mix of players. The summer Sanction players re-ignite the fire in our club and our players ever summer. The fall and winters here tend to drive people into hibernation and every year it gets harder to bring everyone back into the fold.

With all of these grades of football and hurling, teams tend to stay at a certain grade or drop down a grade, just to try to win a North American Championship. There are Senior, Intermediate, Junior "A", Junior "B", Junior "C" and Junior "D" grades of adult football. There are Senior, Junior "A", Junior "B" and Junior "C" grades of hurling. I completely agree with having a grade of football or hurling for strictly American Born players, however, only four divisions are being held to this rule: Boston, Chicago, Philadelphia and San Francisco. Some cities are lucky to continue to field teams, and I sympathize with them. Our club was in the same boat a couple years ago. However, there are clubs in cities that just go through the motions, not promoting the GAA. Milwaukee, in particular, is one city which has done the exact opposite. They are almost all American Born and have setup a great league in their city, with a heavy emphasis on hurling.

Also, Philadelphia lost a club there two years ago to New York. They were Donegal Philadelphia and are now known as the Four Provinces of New York. They had a large group of supporters and players. Their move greatly impacted Philadelphia. Their Junior players are now back in Philadelphia playing for a newly formed club, known as Saint Patrick's. Saint Patrick's was started last year as a higher level team for the maturing youths in our division.

Croke Park officials have allocated money to the North American Board for the appointment of Development Officers in the four (4) major divisions: Boston, Chicago, Philadelphia and San Francisco. It is a cooperative plan with each division having to fund approximately a quarter of the money for the program. The program is planned for three (3) consecutive years: 2007, 2008, 2009. Hopefully, these officers can provide some insight to club officials in the US in how to properly organize our games, strengthen our clubs, teach our youth, etc.

Philadelphia's plans for their own facilities are slowly moving forward. The Philadelphia GAA own the property through a separate entity at the moment, with a handful of businessmen in our area holding the mortgage on the parcel at a generously low interest rate. The property has greater than doubled in value since it was purchased some four years ago. The Philadelphia GAA would have a significant amount of equity in the property. The people of Philadelphia want to make sure they learn from some of the mistakes made in other cities, and/or emulate their successes. As with every plan, the proper steps and financial planning must be taken to ensure the project flourishes.

Any updates around the Country for Divisional GAA Games?

Here in Philadelphia:

The Kevin Barrys and Tír Eoghain Philadelphia have played three (3) matches in the Philadelphia Men's Intermediate Football Championship.
In Game 1, the gamed ended in a draw, level at the end of regular time.
In Game 2, Tír Eoghain Philadelphia defeated the Kevin Barrys.
Last Sunday, Tír Eoghain Philadelphia defeated the Kevin Barrys.
The series is currently 2-0-1 to Tír Eoghain,
with Game Four (4) scheduled for this coming Sunday, August 12th
and Game Five (5) scheduled for the next - Sunday, August 19th, 2007.
