Most English soccer franchise owners are in it for the money, bar a few billionaires who want a plaything or the occasional lifelong fan done good who is happy to bankroll.
Even the greediest ones know they have to spend on players.
Levy's mistake was squeezing the pips too much, if I remember correctly they made a world record £100+ million profit in 2018 season and spent zero on signings.

That logic goes over the heads of most fans.  Fans don't care how much money the owners make.

Was a expectation with the amount of signings made and he took over a Inter Milan side that finished 4th. I believe in the two seasons Conte was with Inter Milan they signed close to 20 players and he apparently left over the club having to balance their books by selling players this summer. How many players will Levy sign for him as that current Tottenham squad will finish 4th at best under Conte.

It will be interesting to see.

I would expect Levy gave him assurances on transfers or he wouldn't have taken the job.

Is Conte a big enough draw to improve how Spurs use the transfer market though.

Record signings in club's history:

N Dombele: a mess. Dreadful scouting.

Sánchez: the only Ajax central defender in history with no feet. Poor scouting.

Sissoko: did a competent job when Poch's team was falling apart. Nobody still knows what position he plays in. Poor scouting.

Lo Celso: obvious potential, reminds me of Modric in his first few years in England, trying out in every position, not nailing one down. Attitude has stunk in past year though, which never happened to Luka.... Even when he wanted to leave.

Bergwyn: joined a club overloaded with inconsistent wingers and became the most inconsistent. Poor scouting.

Soldado: was never suited to English football. Poor scouting.

Reguilon: has potential.

Lamela: never suited to English football. Made of chocolate. Poor scouting.

Son: a success story all ends up.

Moura: works hard, seems to play well in cups. But creates so few opportunities as his brain doesn't connect to his feet.

Sessegnon: an irrelevance. Such poor scouting.

Gil: seems to be yet another inconsistent winger. Spurs' default purchase.

Emerson: we will see. Early days.

Aurier: lunatic. Such poor scouting.

Bent: lazy and wholly unsuited to Spurs' play. Awful scouting.

Modric: took a few years and then an absolute gem.

Bentley:  a party boy. Such poor scouting.

Jansen: got enough chances. Has disappeared off the face of the earth. Such poor scouting.

Paulinho: the laziest player I've ever seen. An absolute passenger. Such poor scouting.

Dembele: like Modric (and hopefully Lo Celso), took a few years to realise he could control games from deep, but then absolutely top drawer.

I don't think Spurs can attract the highest tier of players at their peak. They're just not a big enough club. But there's still genuinely no excuse to get it so wrong, so often, when going heavy by their standards. The consistent themes are players who - because they're young or developing - don't seem to have a clear position, and the other one being buying players no better than what's there already.

Conte will surely rule against this and buy older players in their autumnal years. Levy will cry at this. But it's what Spurs need.

Missing Eriksen (or was he not a record signing?), who obviously was great.

Harsh on a few there, Wobbler.   LaMela was inconsistent, but certainly had his moments.  Aurier's OK, not great, but OK.  N Dombele so far is just flash.  Can do an amazing spin turn around a defender, but little else. But maybe two defensive minded coaches  have held him back? 

Otherwise, yeah, your list is pretty grim reading.
