Sports Capital Grant

After the Grant is awarded can anyone please clarify exactly how it's paid over please. Does the club have to come up with all the funds to pay the contractor and then get a refund from the grant?  Does the grant go straight to the contractor and the club only pay their matching percentage?  Do the grant people inspect the work before releasing funds?  Any advice would be greatly appreciated
