Cavan have been playing in Leinster Junior 6 years , Great for the development of the younger players. Dublin won the All Ireland Junior in 08, beating Cavan along the way, haven't played in it since for whatever reason.

No reason why they couldn't run it in Ulster.

Derry dont have the strength at junior level so I dont think they would be interested. Over the next few years they are promoting wan team from junior and relegating two from intermediate which is a smart move
