Actually numerous studies have shown that wearing a helmet increases the risk of an accident as it promotes a false sense of security, much like cycle lanes.

It's not just that, but studies have consistently shown that motorists give much less room to cyclists wearing a helmet, and the statistics would support the claim that as a percentage more helmeted cyclists than unhelmeted are involved in accidents.

Should one come off the bike, of course, the unhelmeted have a much greater chance of a head-injury, though a much lower chance of being involved in an accident in the first place.
Carlsberg don't do Gombeenocracies, but by jaysus if they did...
