Who are the bigger cheats divers or fellas who take performance enhancing drugs?

This question just came into my head while watching the Tour de France and all the controversy over the failed drug tests etc.

When watching soccer it really annoys me when lads start diving all over the place at the slightest bit of contact.
But then again it's sad when you watch cycling and don't know which riders are clean or not.
I think divers are worse to be honest as they detract from the sporting spectacle.

Another thing with UTV and BBC not showing any programmes with pretending (faked draws and faked deaths). How will they show Chtistiano Ronaldo getting his penalties?
