It wouldn't be physically possible for the Ukrainians alone to close down Demonoid, there are copies of the whole set up, on servers around the world.
It's up to the whoever runs it, to decide whether to get it back up and running or not.

Kickass torrents is an (poor man's) alternative to demonoid, but not bad.
