I hazard to guess its a majority or significant minority of Irish people who don't like the civil service. But its actually delinquent to be a member of a group not distained theses days, we hate the civil service, the bankers, the builders, the taxi drivers, the politicians, the publicans, the clergy, the dentists, the retailers, the unemployed, the students, the farmers, the unions, FAS, the GPA etc. etc.
Time to take a more chill-pill approach to life.

All the OP did here was to post an observation about gnevin, he did not attack gnevin by linking the validity of a premise of his to an irrelevant characteristic, etc...

Of course, if gnevin isn't really anti the Civil Service/Public Sector (which he disguises very well) then the thread can be said to be somewhat libellous. But ad hominem is way off the mark.

Now, if instead of defending yourself and addressing his accusations, you attacked some characteristic of the OP that had nothing to do with the central contention, then that would be ad hominem, and you would be engaging in it. It's impossible to be ad hominem stating a premise, just impossible.
