A) Yes, raises the standards for everyone else - nothing lasts forever. Should Dublin try and not dominate? They are making hay while the sun shines, let them at it.
B) At the minute no, unless Horan pulls a rabbit from the hat no. Mayo are the only group of men that can take on the Dubs in my opinion.
C) Maybe, but I don't think changing the rules of the sport in an attempt to take away from one to try and give to others is the answer either.
Kerry should do well enough this year, they unearthed quite a few players last year - maybe this year they can pull a few more?
Galway hopefully will continue their upward curve also.

Kerry didn't win it in 2013 and they won 4 in a row U18 All Ireland titles and one in a row at u17.
