I wouldn't write off Belgium beating Brazil. Neither would I write off Croatia or someone beating the winners in a once off. Particularly France. None of the other 4 teams will fear France.

the worry from an "hope to fcuk England don't win" viewpoint is that by the time the team from Fra/Bel/Bra get to the final will they have in effect played their final, thus giving the "lesser" team a chance; which is why I wouldn't discount Croatia, or even England, god forbid...
