And for long periods you're talking about Clare were piss, Waterford weren't much better and it was basically a toss up between Cork and Tipp with Limerick showing flashes every 20 years or so. Tipp should have a pile more All Irelands really.

Tipp really haven't been prolific in the AI winning front since the 60's and at best picking up 2 AI's late 80's, early 90's, averaging one a decade since 1965. Kilkenny have picked up 20 in the same time frame, Cork 10.

That in itself is astonishing considering the size and hurling resources within the county.

Tipperary had won 24 All Irelands and had only lost 8 finals, 75%.
From that you can see that Kilkenny were getting easy routes to finals where they got routinely picked off by stronger Munster counties. Tipperary's biggest obstacle was the much tougher Munster championship.
