Sanctions in Football a joke?

Does anyone else think the sanctions in football are a joke?  Take Rangers & Chelsea as examples.  Rangers get 'warnings' from UEFA for crowd trouble, racist chanting, attacking opposing team buses and then their fans turning city centre Manchester into a riot zone.   

Chelsea tap-up players (the recruitment of virtually their whole underage team has been subject to investigation), threaten and accuse officials & opposing players and cause on and off-field trouble every time they get knocked out of Europe.

Fine of £8,000 and a ban that then gets suspended is hardly going to teach either a lesson.

Is it not time UEFA got tough with the pigs at the trough?? UEFA adopting a "slap on the wrist" approach to sanctions doesn't do much to enforce proper conduct.
