'Fat for cosmetics' murder suspects arrested in Peru

Some of the suspects were carrying bottles of fat when arrested
Four people have been arrested in Peru on suspicion of killing dozens of people in order to sell their fat and tissue for cosmetic uses in Europe.

The gang allegedly targeted people on remote roads, luring them with fake job offers before extracting their fat to sell it for $15,000 (£9,000) a litre.

Other suspected gang members, including two Italian nationals, remain at large.

Police said the gang could be behind the disappearances of up to 60 people in the region.

At a news conference in the capital, police showed reporters two bottles containing human body fat and images of one of the alleged victims.

One of the alleged killings is reported to have taken place in mid-September, with the person's body tissue removed for sale.

Cmdr Angel Toledo told Reuters some of the suspects had "declared and stated how they murdered people with the aim being to extract their fat in rudimentary labs and sell it".

Police said they suspect the fat was sold to cosmetics and pharmaceutical companies in Europe, but have not confirmed any such connection.

Northern Ireland Office staff received £600K bonuses

Top civil servants will still get a 3.5% increase in basic salary
Northern Ireland Office staff received performance payments of almost £600,000 in 2008-09, it has been revealed.

In a Commons written reply, NIO Minister Paul Goggins told Liberal Democrat Treasury spokesman Vince Cable the largest bonus award was £11,000.

Performance payments were made to 563 members of staff, or 28% of those qualifying for them.

He said £260,865 went on special performance payments in the period, with the largest payment being £900.

Mr Goggins said 996 staff received the special payments, 49% of those qualifying for them.

In the previous year, more than £609,000 was spent on performance payments and £227,000 on special performance payments.

Headed by Secretary of State Shaun Woodward, the NIO deals with matters not devolved to the Stormont Executive such as constitutional and security issues, including policing and criminal justice.

It runs a number of agencies including the Northern Ireland Prison Service, the Compensation Agency for Northern Ireland, Forensic Science Northern Ireland and the Youth Justice Agency.

It also funds two legal offices - the Crown Solicitors Office and the Public Prosecution Service.

The young man, who studied at Kiev Polytechnic Institute, was working at a computer late on Saturday when the alleged explosion happened.

"A loud pop was heard from the student's room," the ukranews.com website said, citing an aide to the city's police chief.

"When his relatives entered the room, they saw that the lower part of the young man's face had been blown off."

A forensic examination established that the chewing gum was covered with an unidentified chemical substance, thought to be some type of explosive material.

The student apparently had a bizarre habit of chewing gum after dipping it into citric acid, Russian news agency Ria Novosti said.

Officers found both citric acid packets and a similar-looking unidentified substance, believed to be some kind of explosive material, on a table near the body, the agency continued.

Investigators suspect that the student simply confused the packets and put gum covered with explosive material into his mouth.

Forensic experts were to travel from Kiev to investigate the substance, as local authorities feared it may explode if transported.}
