Have you had one for your property? Is it a 'scam' for those in the BER- world?

Well you need one to sell or rent a house. But it has limitations as a measure of the efficiency of your house.

On a related issue, has anyone any experience with grant approved external insulation contractors in Dublin?

You can get them cheaply enough as there are loads and loads of assessors out there. Lasts for 10 years and can be got for around E120/150 I think. Need one to sell or rent your house/apartment.
Personally wouldn't pay too much heed to them. Solid 1950s to 1970s built houses will have poor ratings while the garbage thrown up in the last 15 years or so will have better ratings.
