Years ago I did a triathlon training camp in Majorca and I have to say it was great. (I was a runner not a cyclist and I have to say some of the hills put manners in me and I didn't even do the big ones).

Yes. Pyrennes over the Alps if you ask me. Quieter roads, cheaper and easier access.
Fly into Lourdes, cheap accommodation once it's not pilgrimage season and bike hire.
So many climbs close by, and others within 2 hrs spin
Use train to relocate west or east if you want another base for climbing or fly into Toulouse and train south

The Spanish sure love a brutal mountain stage finish, the last climb there was class viewing. Pablo Castrillo is some pup, heading for Ineos i think i heard them saying earlier.

Years ago, on the Interrail, I went on a railway line that went over the Pyrenees toward Barcelona, you change that the border. Probably options on that line.

You could also go to Andorra and stock up on cheap fags.

Unreal performance by Dunbar again there to take today's queen stage. Another few hundred metres and they might have got him. Looked like Landa was gonna catch him but didn't have enough.
