Each Dail seat is worth 30,000 people . Cavan/Monaghan (5 seats) would have 150,000 people or so.
Dublin has 49 seats. So it would have to be subdivided. Maybe Kerry could be divided into 2x3 seaters.

Which teams would be expected to benefit?

I have to imagine Derry / South Derry would be up there. Sure the entire starting team (and almost the entire squad) come from the South of the county (mid-ulster district).

So, split  Dublin  into 49?

Probably 9 teams of 5 seats and 1 of 4
Mayo would be a huge beneficiary.
Galway would be split into 3
Roscommon gets a nice slice of north Galway football country.
I would love to see Longford/Westmeath in Croke Park

Mid Ulster, Newry and Armagh and South Down would have to be competitive.
Tyrone would be in trouble.

You would have three teams though - SouthDerry, NorthDerry and LondonDerry (the largest team by far).

Mid Ulster would clean up. You'd have the pick of the Derry team and half the Tyrone team.

Cavan/Monaghan would definitely be competitive, if they did not start fighting amongst themselves
If at first you don't succeed, then goto Plan B
