That said, without knowing anything about his personal circumstances, I think he probably should have been handed over on the grounds that he had been deported twice before.

He was wanted on "drug charges" drunk driving and already twice deported.

I don't have much of an argument with that, except I wouldn't deport someone just because they got caught smoking a joint or going 12 mph over the speed limit.
