Gaa Congress this year

Please can anyone clarify what exactly was decided at Congress this year? Is there a list of the motions passed/returned?

My specific query comes in relation to the rule that a player playing football for a solely football club cannot then play hurling for a club which offers both.
This rule (I am not sure which number it was) came in last year... but went straight back for consideration.

That rule has been about for a few years. It's the reason Creggan Gaels exists as a separate hurling club from Creggan Kickham's and Con Magee Gaels are a separate hurling club from Con Magees.

The rule I think only officially came in over the last year or two...and it was going back to congress this year for definite.

There was some change to it this year alright but for the life of me I can't remember it.
