County Bye Laws

Does anyone here know why the bye-laws for each county must be ratified by Croke Park?
It seems that Longford has not has its passed for a couple of years, is this normal?

They have to be ratified by Croke Park to make sure they are not contary to rule.New bye laws should be sent every year.
