They are doing neither

The owner Moshiri has been putting money into the club
And now it's strongly rumoured Usmanov is behind extra financing and backing for the stadium
Himself and Moshiri are pals

As for Uncle Uzzy he has been promising money for years and never ponied up. If they get planning for the new stadium then it will cost half a billion to build it. Will they have the money to build that and invest in the squad?  I somehow doubt it

Did you actually read the article?
A lot of clubs take out a loan over the course of the season then repay it from tv money
