Israel's defence minister said that Iran's supreme leader Ayatollah Ali Khamenei "can no longer be allowed to exist" after an Israeli hospital was hit during an Iranian missile attack.

Do we simply not have contractors capable of building complex facilities on time and in budget?

At this rate Casement won't be build until 2040. 

The problem is usually incompetent Clients and their incompetent Design Teams who when it comes to contentious issues on construction projects usually end up getting their eye wiped or are left holding the baby.  Casement 2040 is a fair, if not generous, prediction.
