Was the deal that there would be only 3 concerts staged per year? 

One Direction used this quota for this year.  When were the Garth Brooks concerts announced? Surely someone knew this and should have been working to sort this out rather than hoping people would just accept an agreement being broken.

From the GAA's point of view and everyone connected, some sort of process needs to be put in place for future events.

1 - Is there an actual legally binding agreement between Croke Park and the residents? This seems very vague but by all accounts there isn't one. Rather its part of planning conditions that 3 non-Gaa events can be held, rather this planning/licence has to be sought, which was the case in this instance. 5 concerts in a row is excessive I should add.
Both parties need to agree this basic issue which is the starting point.

2 - Who is the residents? Seeing people interviewed on the news it seems that they are 3/4 different groups and then do they represent a majority of the residents. As much as anything, there should be one residents association to who the GAA deal with and they should represent the majority views. If money is involved as was suggested in this case, then who gets this money from the GAA and controls how to spend. I'm lead to believe that the residents already have a pile of cash that they can't agree on what to spend it on. Getting the residents together could actually be the hardest part in any future workings.

3 - new process needed for planning process. Stricter cut off and quicker response from the local authoritys. Aikens seem to be getting flack for not having the relevant permissions in place but heard a guy on Radio this morning from MCD and he said it would be impossible to have this under the current legislation. Some sort of outline planning needs to be in place for these venues that are been used year on year. Surely DCC could have been made award of a possible 4/5 concert and at that stage given what they know of the city and venue, could they have said, No Lads, too much too soon. Can you play in Cork/Limerick/Belfast perhaps for the next two nights? Even allow for fast track application system given the knowledge that DCC must have now in relation to these venues. Plus if submitted in April, why did it take till July to approve/reject.

Holding a concert shouldn't be an issue that makes headlines or puts pressure on the Gov to get involved. There is a lot more important stuff to be going on with, so all the parties need to get there house in order and insure that it doesn't happen again but it could well do given the current bad blood that is present.

Most ( if not all ) of the resident v's GAA conflict could be engineered out if the O'Connell schools campus was moved to a new site in the Clonliffe College grounds.

A large plaza could then be created in front of Croker and could be used as the single entry point for the stadium. Croker could then be used a lot more, which is a win win for the whole country and the GAA.

End of the day, no matter who's to blame the useless Dick could still come over and do the 3 concerts as licensed, as that the legal ruling. Some American cowboy doesn't run this country and get what he wants, its abit like America telling countries what to do in the middle east.Heard some bullshit on the TV there about he heartbroken he cant do 5 and the equipment on route but its still 5 or nothing. His supporters had any balls at all they kindly tell him to f**k off and don't set foot on our shores!!
