The Allianz Hurling Leagues could have a new look by 2020.

GAA President John Horan has revealed that plans are afoot to revamp Division 1A and Division 1B of the leagues so as to allow managers place a greater emphasis on development of players in the competition.

Under the proposals currently being considered, there would no longer be promotion and relegation between Divisions 1A and 1B.

"It was felt the winners of the All-Ireland were coming out of 1B and 1A seemed to be extremely competitive and there was a feeling there that it wasn't giving managers an opportunity to actually play players in a developmental manner because results were key, particularly in 1A, even in 1B because they were all trying to get out of it," he explained to gaa.ie.

"There is a view there that we will go back to two equal divisions and that they would play and there would only be relegation between the bottom two in each Division so relegation wouldn't be a factor and teams would get a chance to rest players and that players would get a chance to breakthrough."

Surely they'll do the same for the other divisions or are players in those divisions different WRT rest and development.

Nothing wrong with the current setup.

Which county 'proposed' those changes?

Would there be no promotion from the current 2a? Or am I reading that wrong?

Sounds like bottom of 1A plays bottom of 1B for the only relegation spot.

Which is what should happen in the Leinster and Munster Championships as well (bottom Leinster plays bottom Munster, loser to Joe McDonagh for the following year).

One relegation place from 12 teams, closed shop if there ever was one. The same logic isn't being applied to Div2 or Div3, why?

That will in turn lead to a less competitive league where win one game and your safe for another year whereas the current league was hammer and tongs the whole way and the crowds responded accordingly.

What was fear of being relegated to 1B as cited by alot of people. It never hurt Galway or Limerick after this year. The system worked for 1a and 1b. There is no point putting the likes of Laois and Carlow (or Offaly at the moment) up against KK, Cork or Tipp as it just means a hammering. At least under the current system these counties have 2 other teams around their own level.

Is it because Leinster and Munster are now round robin in the championship?

Hurling's stock may never have been higher after the most competitive All-Ireland championship in history, but a serious rule malfunction is threatening to undermine the game.

That's the view of Conor O'Donovan, former Tipperary All-Ireland-winning full-back, who is adamant that illegal handpassing has become so endemic it frequently outnumbers correct transfers.

"It's gone past a joke. Players are openly throwing the ball and getting away with it. I'm not blaming the referees. It's an impossible task for them to decide on every handpass in such a fast-moving game," he said.

"Players and coaches know that, so they'll push the boundaries as far as possible. That leads to more throwing, which isn't exactly a skill.

"Everyone knows what's going on, but there seems to be little or no analysis of handpassing. There needs to be because what we have now is taking away from the great game."

He's right, the hand pass his getting out of hand (see what I did there?) but honestly as a ref it's getying beyond a joke, very difficult to judge but slow mo in big games shows how bad it is, better positioning of the ref will get everyone of them but in a ruck or if you're caught out behind the players it's very difficult!

So we know it's happening, how do you fix it? And no one say two refs please, hard enough to get one ref to a game never mind two!
