Sammy said they could have made those contracts without the protocol in place by using the trade agreement in place. Not mentioned was that signing the protocol allowed for the trade agreement to be put into place. Otherwise the Wright bros ability to fulfill contracts would be burdened by paperwork and probable tariffs making them less competitive.
