The Philips Curve is the relationship between unemployment and inflation. I think it was Nixon's administration that expected to be able to fight inflation with policies that would increase unemployment. What happened was unemployment went up but so too did inflation. Instead of going back down the Philips Curve to the right, the line kept going in a clockwise loop, going up to the right through a period of stagflation before turning down to the left into a recovery period. It's been a series of clockwise loops ever since.

I saw an analysis from 2012 that put real unemployment at 29.7m.allowing for the collapse in the labor participation rate.  Maybe it is 25 m today.
That would be around 15%.
